Human Resource Manager – Employment Opportunity

The George Gordon First Nation (GGFN) Administration and Finance team works to ensure the organization operates effectively and responsibly, keeping the needs of all stakeholders in mind. They partner with and support managers and employees while providing appropriate oversight. Their core focus includes planning, implementing, managing, and monitoring operations, preparing performance reports, and offering informed guidance. The team also helps ensure all activities align with terms, contracts, policies, and procedures.

Duties and Responsibilities:

As part of the senior management team, the Human Resource (HR) Manager is responsible for leading the human resource team, overseeing all aspects of human resource practices and processes, ensuring alignment with GGFN goals. This role supports needs through effective recruitment, employee relations, performance management, training and development, and compliance with labour laws. The HR Manager works to foster a positive workplace culture, maintain efficient HR operations, and ensure that the GGFN attracts, develops, and retains a high-performing workforce.

  • Maintains the work structure by updating job requirements and descriptions for all positions.
  • Reviews and evaluates compensation structures, including salary and wage grids, to ensure internal equity, market competitiveness, and goal alignment.
  • Creates standardized, fair, and equitable recruitment processes and leads the hiring through job promotion, candidate screening, and counseling managers during selection.
  • Collaboratively develops interview guides and testing assessment tools.
  • Prepares employees for assignments by establishing a positive onboarding experience, conducting orientations, and offering training programs.
  • Prepares managers to conduct annual employee performance evaluations, and ensures appraisal of employee work results, including coaching managers in regards discipline.
  • Maintains employee pension and health benefits programs by assessing benefit needs and trends, recommending programs, obtaining and evaluating contract bids, and overseeing the administration of the programs.
  • Ensures legal compliance by monitoring and implementing applicable federal requirements, conducting investigations, and maintaining records.
  • Respond to inquiries and concerns from employees and managers, helping to resolve issues and manage risk, to include conflict resolution and mediation, while ensuring communication aligns with the personnel policy and the Canada Labour Code.
  • Lead the review and recommendations on updates to the personnel policy and create supportive operational procedures.
  • Maintains human resource records by designing a filing and retrieval system and keeping secure past and current records.
  • Encourage and facilitate the Workplace Health and Safety Committee to ensure compliance with regulations.
  • Conducts employee satisfaction surveys, exit interviews, and learning needs assessments to analyze and present the findings and results and increase employee retention.
  • Handle confidential and sensitive information with professionalism and discretion.
  • Maintains human resource team by recruiting, selecting, orienting, and training, monitoring, and appraising employees.
  • Make presentations to the membership or at gatherings positively representing GGFN and strengthening current and future talent pools.
  • Prepares briefing notes for leadership around personnel policy updates, hiring, salary or wage increases, reclassifications and organizational chart updates.
  • Generates Human Resource progress reports for leadership upon request and to inform decision-making.
  • Carries out additional instructions from the Director of Operations.

Skills and Qualifications:

  • Completion of a Bachelor’s Degree in Human Resources, Business Administration or related field is preferred, and/or a combination of education and experience would be considered.
  • CPHR designation would be beneficial, however not required.
  • Proven experience as a Human Resource Manager or in similar role.
  • Strong knowledge of HR best practices and federal labour laws.
  • Excellent interpersonal and communication skills, with the ability to build effective working relationships at all levels of the organization.
  • Demonstrated coaching skills.
  • Strong problem-solving and decision-making abilities.
  • Demonstrated leadership and team management skills.
  • Ability to lead and/or facilitate difficult conversations.
  • High level of integrity and ethical standards.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook, computerized Human Resource systems, or other beneficial tools.
  • Completion of a criminal record and vulnerable sector check.

Reports to: Director of Operations.
